Starting with the 2026 season, the NFL will focus discipline on on-field rules violations that are most likely to result in injuries to players.
In a joint statement released by the league and the NFL Players Association on Wednesday, it was revealed that a “greater emphasis” will be placed on five rules violations that affect player healthy and safety:
Hip drop tackle
Horse collar tackle
Launching
Hit on a defensive player
Blindside block
Any players who commit three of these five offenses during a season will receive a one-game suspension.
Meanwhile, players who commit just one violation will get 50% of the amount they are fined back at the conclusion of the season. Players who commit just one offense in other eligible categories will receive the full amount of their fine returned to them at the end of the season.
The NFL and the union mentioned that all players will begin the 2026 season with a “clean slate” pertaining to these five offenses, however violations will carry forward to subsequent seasons.

Owners were briefed on the changes at Wednesday’s league meeting in Atlanta while player leadership voted on the changes at a board of player representative meeting Tuesday.
Also, coaches will now be required to join players who are approaching the suspension threshold in meetings with the NFL. In addition, teams that have excessive healthy and safety rules violations will have increased financial penalties.
Former Carolina Panthers and Washington Commanders coach Ron Rivera, who played nine seasons in the NFL as a linebacker for the Chicago Bears, is also being added to the pool of former players who oversee discipline hearings.
“This approach distinguishes between isolated mistakes and repeated conduct that jeopardizes the health and safety of players,” the NFL ad NFLPA mentioned in its statement.
“Player safety is a shared responsibility. These changes focus on the techniques that create the greatest risk while ensuring player, coach, and club accountability. Together, we believe this approach will continue to make the game safer for all players.”
